Full Breakdown
Section 313.03(a) of the Roseville City Code makes it unlawful for any person to occupy, allow to be occupied, or let to another person for occupancy any residential property in the city for which a short-term rental license has not been properly made, filed, and issued, or after the license is suspended or revoked. Applications follow chapter 301 and are made on forms furnished by the city.
The form must carry at minimum the owner's name, street address, email and phone number; the same details for a local agent authorized to make or order repairs if that person differs from the owner; the street address of the rental; the unit type (single-family, twin-home, townhome, condo, duplex, triplex or fourplex); the number of bedrooms; and the occupancy certification. Under Section 313.02 the local agent must reside in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington County.
Section 313.03(b) adds a spacing rule: no license is issued to any property within 500 feet of another property holding a license under chapter 313, and properties licensed on January 1, 2024 are not subject to it.
Timing rules sit in the next sections. A license is effective on issuance and expires one year (365 days) from the date of issuance under Section 313.04, and renters cannot occupy a property if the renewal license is not issued within five days after expiration. An owner who wants to convert a property must license it before conversion (Section 313.06(a)), a buyer who continues rentals must apply within 30 days of the sale (Section 313.06(c)), and a person found renting without a license faces a license that does not take effect for 90 days after application (Section 313.06(f)). The city manager can administratively deny a license where the property has been fined for repeat nuisance violations under chapter 508.
Violations & Fines
Maintaining a short-term rental without a license, or after revocation, is a misdemeanor under Section 313.10(a), and each day is a separate offense. The city can also impose administrative fines from the fee schedule and post the unit as illegal for occupancy after an unpaid fine. An unlicensed operator who later applies waits 90 days for the license to take effect.
