The City of Pembroke Pines has not enacted a dedicated short-term rental registration program, and Florida Statute 509.032(7)(b) bars cities from adopting STR-specific ordinances after June 1, 2011 unless grandfathered. There is no Pembroke Pines record of a pre-2011 STR ordinance, so the city relies on its general business tax receipt, zoning, noise (Ch. 96), and parking rules and cannot single out vacation rentals. At the state level, F.S. 509.241 and Florida Administrative Code 61C-3 require any property rented to transient guests for periods of less than 30 days, more than three times in a calendar year, to hold a Vacation Rental Dwelling or Vacation Rental Condominium license from the Florida Department of Business and Professional Regulation, Division of Hotels and Restaurants. Operators must also register with the Florida Department of Revenue for sales tax and with the Broward County Records, Taxes and Treasury Division for the 6% Tourist Development Tax. Pembroke Pines is a heavily HOA-governed city, and most master-planned communities (Chapel Trail, Pembroke Falls, Pembroke Shores, SilverLakes, Towngate) restrict or ban rentals under a minimum term in their declarations.
Operating a vacation rental without a DBPR license violates F.S. 509.241 and can trigger DBPR cease-and-desist orders, administrative fines, and license denial. The city enforces noise, parking, trash, and property-maintenance complaints through Code Compliance at (954) 431-4466. HOA violations are pursued privately by the association under recorded covenants.
