Summary
North Las Vegas requires anyone excavating, installing or constructing a facility within a public place, streets, sidewalks, alleys or easements, to first file a written application with the City Engineer under Section 12.08.020. The engineer signs approved applications the same or next working day in routine cases, and the signed application becomes the permit itself.
No person shall make any excavation, remove, relocate, alter, install or construct any facility within a public place without first submitting a written application (on a form provided by the engineer) requesting a permit to perform work within the public place. The application, when approved and signed by the engineer, shall constitute a permit. The written application shall state the name and address and principal place of business of the applicant, the authority of applicant to occupy the public place for which the permit is sought, the name, address and state and city license number of the contractor, the location and dimensions of the installation or removal and the approximate size of the excavation to be made, the purpose of the facility, the valuation of the work (not required by franchised utility companies), plans, detailed drawings and elevations as required, the approximate time which will be required to complete such work, including backfilling said excavation and removing all obstructions, material and debris. The engineer will generally sign a permit the same or next working day following submittal of the application.

060 limits actual excavation or other work in a public place to licensed contractors, utility companies, and authorized state, county or municipal employees, and every contractor must hold both a Nevada and City license under Title 5. 110 lets the engineer require a performance bond or cash deposit equal to the estimated repair value whenever that value exceeds two hundred dollars, though the deposit can be waived for contractors who have held a valid City license for at least three years with a clean record.
030 makes accepting the permit an agreement to its conditions: the engineer can revoke it for violating permit terms, failing to complete work within the specified time, failing to commence work within ten days of the permit date absent an approved extension, or failing to build to the standard specifications and drawings. 040 gives the applicant thirty days to appeal to the City Council for review.

Working in a public place without an approved 12.08.020 permit, or violating its conditions, exposes the encroachment to revocation under Section 12.08.030: the City Engineer can pull the permit for breaching its terms, missing the completion deadline, failing to start within ten days, or building outside the approved standard specifications and drawings. The engineer may then order the permittee's forfeited bond or cash deposit applied toward the City's cost of restoring the public place.
