Gulfport, FL Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 17-1 targets construction-related obstructions: it is unlawful to leave dirt, building material or waste materials on any street, avenue, thoroughfare, alley, sidewalk or parkway once construction has caused the material to accumulate there, whether the work is ongoing or has already stopped. A companion rule, Section 17-4, reaches retail obstructions: any person selling goods likely to be discarded on the sidewalk, such as wrapped merchandise, must keep the adjacent sidewalks and roadways free of that debris, place removed material in a proper receptacle under Chapter 11, and the duty falls on the manager, owner or employee in charge at the time the sidewalk becomes dirty.

Section 17-2 separately requires that any building materials, machinery, disabled vehicles, excavations or other obstructions left on a street between sunset and sunrise be marked with red lanterns, lights or torches spaced no more than 5 feet apart, and bars anyone from removing or extinguishing those warning markers. Together these sections cover the two most common sidewalk-obstruction scenarios in the city: construction debris and retail litter, both enforceable against the responsible property owner, contractor or business operator.
