Gulfport, FL Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Section 17-3 makes it unlawful to dig into, break up, injure or destroy any street, alley, sidewalk or public ground, or the pavement of one, except to lay pipe or make repairs or improvements with the city's consent. It separately requires a permit, issued free of charge, before anyone builds, repairs, moves or removes a sidewalk in a public right-of-way, and requires the permit holder to follow the city's official 'Sidewalk Specifications for City of Gulfport, Florida,' issued before the permit is granted, as well as a city-assigned grade for the work.

Section 17-9 fills in those specifications: sidewalks must sit entirely within the right-of-way or easement, run parallel to the curb, be built of 3,000 psi portland cement concrete cured 28 days, measure at least 4 feet wide, include struck or scored joints and expansion joints with bituminous filler every 50 linear feet, provide handicap ramps at vertical curbs, and be a minimum of 4 inches thick, stepping up to 6 inches with number 10 wire mesh reinforcement at driveway and alley crossings. Section 17-10 lets the city manager or a designee grant a variance from the location standards, for example where a permanent obstruction like a tree blocks the literal placement required by Section 17-9, with any aggrieved applicant able to appeal to the planning and zoning board of appeals.
