Kenner, LA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Sec. 7-61, in the criminal code's traffic control article, bars obstructing the free, convenient, and normal use of any public sidewalk, street, alley, road, or other passageway, or the entrance, corridor, or passage of a public building, structure, watercraft, or ferry, by impeding, hindering, stifling, retarding, or restraining traffic or passage on or in it, when done intentionally or in a criminally negligent manner. The neighboring Sec. 7-60 separately targets obstructing a highway of commerce, and specifically flags a contractor or builder who fails to erect required barricades and blinking yellow or red lights, places materials or tools on a public street for more than five working days, or uses more than five feet of the street, as violating that section.

Sec. 7-61 does not set its own fine, so a violation is punished under the general penalty in Sec. 1-9: a fine not exceeding five hundred dollars, imprisonment for not more than sixty days, or both, plus up to thirty-two hours of community service as the magistrate court deems appropriate, with each day a violation continues counted as a separate offense. Kenner Police Department officers issue citations for sidewalk and passageway obstructions, since the offense sits in the criminal code chapter enforced through the mayor's or municipal court, distinct from the civil code-enforcement track used for property maintenance violations elsewhere in the code.
