Bossier Parish, LA Sign Regulations: Digital Billboards (2026)

Bossier Parish regulates digital billboards as off-premise advertising devices under § 126-888, adopted to implement the federal Highway Beautification Act and its Louisiana counterpart along the Interstate and Primary Highway Systems. Any off-premise sign, digital or static, needs a Sign Location Permit from the Benton Metropolitan Planning Commission before it goes up, and MPC approval must be ratified by majority vote of the Benton Town Council. 3 footcandles over ambient lighting and must have automatic dimming through a photocell or similar light-sensing device, with compliance measured by a footcandle meter held perpendicular to the sign face at 200 feet for signs under 390 square feet and 250 feet for larger signs.

Beyond raw brightness, the same subsection bars any sign whose intensity impairs a driver's vision or interferes with an official traffic signal or sign. A related rule in § 126-888(i)(2) keeps animated message-center and video-board signs at least 500 feet from residential property under any circumstance, and at least 720 feet where the sign face is visible from residentially zoned land, while static LED faces must sit at least 200 feet from residential property. Display timing is set separately: § 126-888(l)(3)e requires a static-face LED sign to hold each display for a minimum of eight seconds between changes. Violations of any of these standards are enforced the same as other off-premise sign rules in chapter 126.
