Casper, WY Sign Regulations: Digital Billboards (2026)

Casper allows digital billboards only where off-premises advertising signs are otherwise permitted under Section 17.96.050(C): the C-4 highway business, M-1 light industrial and M-2 general industrial zoning districts by right, or the C-2 general business district as a conditional use approved by the planning and zoning commission. Section 17.96.050(L) layers additional content and brightness rules on top of the base off-premises sign standards (250 square feet near arterial or collector streets, 500 square feet along Interstate 25, fifty-foot maximum height, and the spacing rules in Section 17.96.050(I)).

A digital billboard's copy must be static only, no animation or full-motion video, and each image has to hold for at least eight seconds before transitioning; transitions themselves must complete in two seconds or less using an immediate cut, dissolve, or fade. Sound is banned outright, and no flashing elements that meet the Section 17.08.010 definition of a flashing sign are allowed. Brightness is capped at a three-tenths-footcandle increase over ambient light, measured perpendicular to the sign face at a distance keyed to the sign's size: 150 feet for a face up to 242 square feet, 200 feet for a face up to 378 square feet, and 250 feet for anything larger.

Every digital billboard needs a light-sensing device that automatically dims or brightens the display with ambient conditions, and the same three-tenths-footcandle ceiling applies again at the property line of any nearby residential-use property, whether or not that property touches the billboard's lot. An automatic shutdown mechanism has to kill the display if it malfunctions.
