Casper, WY Sign Regulations: Window Signs (2026)

The twenty-five percent window-coverage cap applies only inside the Old Yellowstone District and South Poplar Street Corridor (OYDSPSC), the form-based code area covering the historic corridor along South Poplar Street and West Collins Drive. Section 17.94.130 says the applicability provisions of these sign standards attach to all new signs and to the modification or reconstruction of existing signs in the district, and that new signs must comply with OYDSPSC standards whenever a principal building changes use. Outside that district, Casper's general sign code at Section 17.96.020(A)(2) treats window displays as permit-exempt in commercial and industrial zoning districts with no percentage cap, so the twenty-five percent limit is a district-specific overlay standard, not a citywide rule.

Inside the OYDSPSC, a project sponsor must meet with the community development director before submitting a sign package, and the architectural review committee reviews permit applications for consistency with the design standards, including the window-sign limit, alongside the rest of Title 17's sign code. An applicant who wants relief from a specific design requirement, including material or design elements tied to window signage, can seek an exception from the architectural review committee under Section 17.94.130(D), and a denial can be appealed under the process set out in Section 17.94.020.

The design standards were coordinated with the City of Casper Design Standards for Commercial/Downtown Streetscape and Parks (2005) and take precedence from the West Central and South Poplar Street Corridor Plan (2007) wherever the two documents conflict.
