Hoboken, NJ Sign Regulations: Digital Billboards (2026)

City Code § 196-31C(2) sets out the signs prohibited in every district of Hoboken, and Subsection C(2)(k) puts billboard signs directly on that list. The chapter defines a billboard as a commercial sign directing attention to a business, commodity, service or entertainment offered at a location other than where the sign itself sits, the classic off-premises advertising sign. Because the prohibition sits in the citywide subsection rather than a district-specific one, it reaches every zoning district in Hoboken, from the R-1 residential blocks to the CBD and the I-1/I-2 industrial zones.

Digital or electronic billboards face an additional, independent bar under § 196-31C(2)(c), which prohibits any illuminated sign with interior or exterior flashing light sources, intermittent or variable-intensity lighting, or lighting that causes glare on pedestrian or vehicular circulation. A changeable digital display, the kind used on modern electronic billboards, falls squarely within that flashing/variable-intensity language even apart from the separate billboard ban. Roof signs are barred under the same subsection, at (h), and signs on any building facade that doesn't front a public right-of-way are barred at (i), further narrowing where any large advertising display, digital or static, could otherwise be sited.

Taken together, the code leaves no path in Hoboken for an off-premises digital billboard: it is barred both as a billboard and, independently, as a flashing or variable-intensity illuminated sign.
