Jackson, NJ Sign Regulations: Digital Billboards (2026)

Jackson Township's Land Use and Development Regulations chapter treats billboards as a prohibited sign category with no zone-based exception. Section 244-207D states that prohibited signs 'shall not be erected, altered, constructed, reconstructed, placed, replaced or otherwise displayed within the Township of Jackson,' and item D(2) names the 'billboard sign (off-premises sign, outdoor advertising sign)' specifically. Because a digital or electronic billboard is by definition an off-premises advertising structure that changes its image, the same section also bars it twice over: D(1) prohibits any 'animated or moving sign,' and D(3) prohibits any 'flashing sign,' both hallmarks of an LED or electronic message board.

Chapter 244's definitions section confirms the scope of the ban, cross-defining 'off-premises sign' and 'outdoor advertising sign' as 'the same as billboard,' so the Township treats every synonym for a digital billboard as covered by the single flat prohibition rather than carving out a separate license or standard. There is no application, variance path, or district where the Planning Board can approve a billboard or an electronic message sign under this chapter; the rule functions as an outright ban rather than a regulated-use standard. General Chapter 244 sign violations are enforced under Section 244-15A, which sets a fine of up to $1,000 or imprisonment up to 90 days, or both, for each day the violation continues, and Code Enforcement can require removal of any nonconforming sign at the owner's expense.
