Kyle, TX Sign Regulations: Digital Billboards (2026)

A CEVMS permit application must be filed within 60 days of the enabling ordinance's adoption and, once issued, is valid for only one six-month period; if construction has not started by then, the permit becomes void (§ 29-17(c)(7)b, d). Owners may relocate the converted billboard once, but only to a site along Interstate 35 zoned commercial or industrial and at least 1,500 feet from another billboard measured along the same side of the road (§ 29-17(c)(7)c). New or converted signs must comply with size, height, spacing and setback rules for detached off-premises signs, meet building code standards for the support structure, and follow title 43 of the Texas Administrative Code, section 21.163 for electronic signs (§ 29-17(c)(7)e).

No more than three CEVMS locations are allowed in the entire city, reviewed by the director in the order applications are time-stamped, and any two CEVMS signs on the same side of Interstate 35 must sit at least 3,000 feet apart and 300 feet from a residential lot (§ 29-17(c)(7)g). Support structures may not exceed 50 feet, or 42.5 feet above the nearest expressway travel surface, whichever is higher, and may never rise higher than the sign they replaced; electrical service must run underground between the property line and the sign (§ 29-17(c)(7)h).

Each message must display for at least eight seconds, changes must complete within two seconds across the whole face at once, and flashing or dimming outside of message changes is prohibited (§ 29-17(c)(7)j). Operators must respond to a malfunction within one hour and fix it within twelve hours, freezing the display until then, and must give the city one free public service announcement slot per year across an eight-week rotation (§ 29-17(c)(7)k, m). An annual registration fee applies under the Appendix A fee schedule (§ 29-17(c)(7)n).
