100(C), the Special Sign Standards for the Downtown Casino Overlay District's Special Signage Sub-district, sets the operating rules for the district's large digital and off-premise displays. Paragraph 11 requires animated signs to be fully operational and continuously animated 24 hours a day, with the image or animation changing no less frequently than every 30 seconds, except when maintenance or a message change makes a brief pause necessary. Paragraph 12 targets off-premise signs specifically: any off-premise sign carrying at least two rotating or changing messages, images or contents must change at least once every 30 seconds, and the display must be framed by a decorative faceplate or frame at least 18 inches wide that includes a band of illuminated neon tubing running completely around the sign.

The same subsection requires all signs in the Sub-district to be fully illuminated from one hour before dusk until one hour after dawn, though daytime illumination is also allowed, and caps wall, roof or parapet-mounted sign surface area at 1,500 square feet, with no more than 20 feet of vertical projection above the parapet. Off-premise signs must maintain at least 5 feet of separation from each other, and encroachment into a public right-of-way or intersection is limited to 8 feet, with a carve-out for marquee signage along Fourth Street.
