Stockton, CA Sign Regulations: Digital Billboards (2026)

110(B)(3) fixes the citywide total of digital, electronic, or moving off-premises displays at a number set by City Council resolution, but never more than 12 signs, meaning one double-faced installation at each of six locations. These signs can only be erected on City-owned or controlled property in the IL, IG, CD, CG, or PF zoning districts, and only after the City and the sign company sign a relocation agreement requiring removal of existing static signage at a nine-to-one square footage ratio for every new digital sign added.

110(E) layers on separate technical standards for the digital signs themselves: maximum sign face of 672 square feet, maximum height of 45 feet (35 feet if within 660 feet of a freeway right-of-way, capped at 90 feet including sound attenuation structures), and mandatory commission use permit approval alongside the relocation agreement. Placement is limited to freeways or access-controlled state highways, capped at two locations each along Interstate 5, State Route 99, and State Route 4, with a maximum of one double-faced sign per location and 500-to-5,000-foot separation from other billboards.

110(E)(6): each still image must display for a minimum of eight seconds, images cannot move or simulate motion, and the blank transition between images cannot exceed one second. 110(C).
