Practically this means signs are confined to the private yard hosting the sale or to other private property with the consent of that property owner. Off-premises signs (signs not on the property of the sale itself) placed in public rights-of-way are subject to removal by the city. Note that Stockton's garage sale signage rule is separate from the city's home-occupation rules governing the frequency of garage sales themselves.
Illegally posted garage sale signs in the public right-of-way are subject to removal by Code Enforcement or Public Works without prior notice. Continued violations are enforced through the administrative citation process in SMC Chapter 1.32, with fines set by City Council resolution (commonly $100 / $200 / $500 escalating tiers). Property owners are responsible for prompt removal at the end of the sale.
