Digital freeway billboards may only go on parcels abutting Interstate 80 between Leisure Town Road and Midway Road, or abutting Interstate 505 between Vaca Valley Parkway and Midway Road, and never within the Nut Tree Airport area of influence. New digital billboards, and conversions of existing static billboards to digital, must remove at least three existing billboard structures or four sign faces, whichever removes more static billboards; an applicant without enough existing structures can instead negotiate an in-lieu development agreement covering fees or community benefits like park funding. 3 foot-candles above ambient light, and an automatic blackout or shutoff if more than five percent of pixels malfunction. 290, plus compliance with the state Outdoor Advertising Act and a preliminary determination from Caltrans before the application reaches the City.
