Vineland, NJ Sign Regulations: Digital Billboards (2026)

Digital signs are defined at § 425-78.C as any sign that changes message or copy electronically, and Vineland treats them as one of the permitted sign types, subject to the special controls in Subsection L(3) because the chapter designates digital signs among its 'signs of special concern.' A digital sign, including a digital billboard, must contain a default design that freezes the display in one position if it malfunctions, and any change from one display to the next must be completed within one second or less with the entire display changing simultaneously; each display must then remain fixed for at least eight seconds.

The chapter bars any flashing, animated or moving image and forbids illuminating the sign with intermittent or moving letters, words or symbols, and one display's meaning cannot continue onto the next. Brightness is capped at a maximum luminance of 700 candelas per square meter (nits), measured at the face of the sign, from half an hour before apparent sunset, as determined by NOAA for the specific location and date, through apparent sunrise. If sections of a digital sign malfunction so that it cannot display a message and could pose a hazard to passing vehicles, the owner must keep the sign in an 'off' state until it is repaired, with 60 days allowed to complete repairs; after that the sign must be removed, and any future signage on the site requires a new sign zoning permit.
