Pico Rivera, CA Sign Regulations: Garage Sale Signs (2026)

Municipal Code Section 18.05.040 exempts a residential garage sale from needing a Temporary Use Permit, but only if the seller follows every requirement listed in subsection C, and requirement 4 is a flat rule: no signs shall be erected within any public right-of-way. Pico Rivera's citywide definitions section, Section 1.04.020, defines "street" broadly to include highways, alleys, sidewalks, parkways and curbs, so a sign staked in the parkway strip or taped to a stop sign counts as being in the public right-of-way just as much as one planted in the roadway itself.

The same subsection ties signage timing to the rest of the sale: merchandise, and by extension any directional sale sign, can only be displayed between 7 a.m. and 7 p.m. under requirement 5, while requirement 6 lets sale fixtures such as canopies, tables and racks go out as early as 5 p.m. the day before the sale but requires everything removed from public view by 9 p.m. on the final day. A seller who wants off-site directional signs, rather than a sign on their own property, has no exemption to rely on for right-of-way placement and must instead keep signage on private property or risk losing the exception altogether and needing a full Temporary Use Permit.
