The twenty-five percent cap sits inside the Sign Code's list of exemptions for 'Signs Of Limited Visibility Or Concern' in Section 501.020(B)(2), the same list that also excuses signs not visible from the right-of-way or an abutting property, signs mounted entirely inside a building, signs tucked entirely underneath an awning or canopy, signs carved or etched into a building's masonry surface, ground-painted signs of fifty square feet or less set back at least twenty-five feet from the right-of-way, and one building-mounted flag no larger than twenty square feet.

Blue Springs adopted the whole Sign Code under Section 501.010 to address findings that poorly maintained, visually obstructive, or excessive signage threatens public safety and degrades the City's character, and Section 501.020(A)(1) makes the Code apply citywide unless a sign is specifically exempted. A window or door sign that stays within the twenty-five percent threshold, and that is not one of the sign types specifically prohibited under Section 501.110(B)(1) through (14), needs no sign permit under this Chapter. Cross the twenty-five percent line on any individual window or door and the sign loses its exemption, meaning it must comply with the Sign Code's general permitting, placement, and size standards under Sections 501.030 and 501.040 like any other commercial sign on the property.
