California Civil Code §714 (Solar Rights Act) voids any HOA CC&R provision that prohibits or unreasonably restricts residential solar energy systems. Restrictions causing more than 10% efficiency loss or increasing costs by more than $1,000 (PV) / $2,000 (thermal) are unenforceable. AB 2188 further limits HOA aesthetic review to 45 days maximum. HOAs may impose reasonable aesthetic guidelines (conduit color, panel placement) only if they don't significantly impact performance. Applies to all Livermore HOAs including newer planned communities.
