Tustin, CA Solar Energy: Panel Permits (2026)

Tustin City Code § 8204 sets the application and documentation requirements for small residential rooftop solar energy system permits under the city's expedited solar permitting chapter. The Building Division must make every document required for an expedited solar application available on the city website, and must offer electronic submittal, meaning email or internet submission, to every applicant rather than requiring an in-person filing. The section further requires the Building Division to prepare and publish a standard plan and checklist spelling out everything a small residential rooftop system must satisfy to qualify for expedited review, and it directs that the process substantially conform to the checklist and standard plan in the current California Solar Permitting Guidebook published by the Governor's Office of Planning and Research.

An applicant's electronic signature is accepted on all forms, applications and other documents in place of a wet signature, removing another common paperwork barrier. This section works together with Section 8203, which requires all solar energy systems to meet applicable state and city health and safety standards, water-heating systems to carry accredited listing-agency certification, and electricity-producing systems to meet California Electrical Code and accredited testing-laboratory standards such as Underwriters Laboratories. A qualifying system is capped at 10 kilowatts AC nameplate rating or 30 kilowatts thermal, must be installed on a single- or duplex-family dwelling, and cannot exceed the city's maximum legal building height.
