Chapter 3-10 opens with the City's stated reasons: protecting residents' privacy and quiet enjoyment of their property, protecting them from fraud and criminal activity tied to door-to-door commercial solicitation, and reducing handbill litter that ends up in the storm water system. The purpose section notes that the Federal Bureau of Investigations, the Federal Trade Commission, the Kansas Attorney General and the Lenexa Police Department all receive complaints about door-to-door solicitation.

Section 3-10-A-2 turns that into a list of prohibited acts. A resident or business opts out by exposing a sign bearing the words No Solicitors, No Trespassers, or words of similar import. The No Solicitors decal issued by the City, prominently displayed on or near the door, is sufficient notice to all solicitors, and other similar signs also work. The ban does not apply to a solicitor who gains admittance at the invitation or with the consent of the occupant. In an apartment complex, a solicitor cannot approach an individual dwelling unit when all street entrances or all primary entrances to the complex are clearly posted "No Solicitors," unless that unit's occupant invited the solicitor.

The section also fixes hours and frequency. Soliciting is lawful only from ten o'clock A.M. to eight o'clock P.M. local time. A solicitor must leave after the owner or occupant asks, and cannot make more than one solicitation call at the same residence for identical goods or services in any consecutive fourteen day period. That count includes employees, agents or others acting for the same person.

Conduct rules apply too: give a written receipt on request for purchases over $5.00, state your name and company at the outset, do not misstate the purpose of the call, use only the main entrance, stay on walkways and driveways, and carry a government-issued photo ID if you are 16 or older. Solicitors who must register under the Kansas Offender Registration Act, or who have a recent fraud, theft, firearm or violence felony conviction, are barred entirely.
