Article X of Chapter 11 of the Mount Prospect Village Code sets the rules for door-to-door solicitation. Section 11.1002 states the Village policy: the occupants of buildings in the village decide whether solicitors or commercial canvassers are invited into their buildings. Section 11.1003 gives residents the tool. An owner or occupant who wants to restrict or prohibit solicitors posts a weatherproof card, no larger than three inches by four inches, on or near the main entrance door, reading NO SOLICITORS INVITED or SOLICITATION PROHIBITED, with letters at least one-third inch in height. The card is sufficient notice to any solicitor of the occupant's intention.
Section 11.1001 makes it unlawful to solicit or commercially canvass on premises carrying that notice. Section 11.1005 sets the clock. Ringing a doorbell, rapping or knocking, or creating any sound calculated to attract the occupant's attention for the purpose of soliciting is unlawful, and declared a nuisance, before 9:00 A.M. on any weekday or Saturday. The evening cutoff is 8:00 P.M. during daylight saving time and 6:00 P.M. during central standard time. Sundays and state or national holidays are off limits at any hour. The same section lists acts of trespass: entering premises in violation of a posted notice or of an oral or written warning or protest from an owner or occupant, pursuing a course of conduct incidental to that entry, and failing or refusing to depart when asked, orally or in writing, by an owner or occupant.

Soliciting includes seeking orders for goods, foodstuff or services, seeking insurance customers or subscriptions, seeking gifts or contributions for a charitable or nonprofit association, and recruiting members for any organization. Commercial canvassing covers house to house order-taking for future delivery, whether or not the person lives in the village.
Violations & Fines
Every person found guilty of violating any provision of Article X is fined under Section 11.1006 in an amount set in Appendix A, division III of the Village Code: not less than $100.00 nor more than $1,000.00. That fine is in addition to any other penalties described in the article. Soliciting during the prohibited hours is declared a nuisance, and the trespass acts listed in Section 11.1005 B can be acted on at any time to prevent or suppress violations.
