San Clemente, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

040 of the San Clemente Municipal Code, carried forward from prior code section 16-19 and adopted as Ordinance No. 1152 in 1995, restricts anyone entering private property to solicit orders for goods, wares, merchandise, services, or building-and-loan stock accounts, or to peddle, demonstrate, canvass, advertise, or hawk items, to the hours between sunrise and sunset. Soliciting outside those daylight hours on private property is unlawful regardless of whether a sign is posted. Separately, the section bars solicitation at any time of day on private property that carries a sign reading, in substance, 'No Soliciting,' which functions as a resident-controlled opt-out rather than a City registry.

The section does not require solicitors to register with the City or carry a permit before knocking on doors; it regulates only the hour of the visit and respects a posted sign. 095, which targets aggressive solicitation specifically. 040 addresses only door-to-door commercial soliciting on private residential and business property, it is the section a homeowner would cite against a magazine-subscription canvasser, a home-security salesperson, or a door-knocker showing up after dark.
