Woodland, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Woodland Municipal Code § 9.56.030 sets a curfew on door-to-door sales: no peddler or solicitor may do business between 7:00 p.m. and 8:00 a.m. local time unless the resident has made an appointment. Section 9.56.040 lets any homeowner or commercial property opt entirely out of solicitation. A sign or placard reading in letters not less than one inch high, posted at the front of a house or dwelling and visible from the public right-of-way or normal entryway, bars any peddler or solicitor from distributing written materials to that property or contacting or attempting to contact any occupant.

The same one-inch lettering rule applies to private commercial property normally open to the public: if a sign prohibiting soliciting or peddling is posted at every entrance, no peddler or solicitor may contact or attempt to contact members of the public there. A 'peddler' under § 9.56.020 is anyone who goes house to house or place to place selling or delivering goods, wares, merchandise or services, excluding regular-route milk, dairy and newspaper delivery; a 'solicitor' is anyone doing the same to take orders for future delivery or future services.

The Woodland Police Department investigates complaints and enforces Chapter 9.56 under § 9.56.060. A violation of the hours or sign rules is a misdemeanor under § 9.56.070, punishable per the general penalty and continuing-violation provisions of § 1.08.070, with each day of a continuing violation charged as a separate offense. There is no city-run do-not-knock registry; the posted sign at the property is the enforcement mechanism.
