Under Chapter 5.25 EMMC, the licensing officer issues a temporary certificate the same business day an applicant submits a complete application, pays the fee, establishes proof of identity, and clears an internet-based background check that does not show a disqualifying status such as a felony homicide conviction, sexual abuse of a minor, or an outstanding arrest warrant (EMMC 5.25.070). That temporary certificate automatically expires 25 calendar days after issuance, or sooner if the city grants or denies the full annual certificate first (EMMC 5.25.100). An annual certificate, once issued, is good for one year and must be carried by the solicitor at all times, along with a photo identification badge worn on the person while soliciting (EMMC 5.25.110).

Several categories are exempt from registering at all: people specifically invited to a residence beforehand, state-licensed door-to-door sellers, delivery of a previously ordered good, religious or political canvassing, and representatives of charitable organizations, though student groups raising money for school activities must carry current student ID and written school approval (EMMC 5.25.040). The licensing officer can deny, suspend, or revoke a certificate for an incomplete application, an undisclosed disqualifying status, or a substantiated misconduct report, and a denied or suspended applicant has 10 business days to appeal to the planning commission, which reviews the matter de novo (EMMC 5.25.140, 5.25.150).
