Lehi, UT Soliciting & Door-to-Door: Solicitor Permits (2026)

Lehi City Code Chapter 4 of Title 4 makes it unlawful to be on private residential property to sell goods or provide services door to door without first registering with the Licensing Officer and obtaining a certificate under section 4-4-6. The application under 4-4-7 demands the applicant's legal name and any aliases used in the past ten years, a home address and phone number, in-person photo ID verification, proof of registration with the State Department of Commerce, and an original BCI (Bureau of Criminal Identification) background check no older than 180 days.

The application must also disclose whether the applicant has felony convictions in the last ten years, misdemeanor convictions in the last five years involving moral turpitude or violence, outstanding warrants, active protective orders, or is on parole or probation. A responsible business is not exempt just because it holds another city license: 4-4-2 requires any city-licensed business using employees or contractors to solicit door to door to have those individuals separately certified. The Licensing Officer must grant or deny the certificate within one business day of a completed application under 4-4-10, and an annual certificate expires at midnight on its anniversary date unless renewed with a new application and fee.

Exemptions from registration under 4-4-4 cover invited guests, state-licensed solicitors, previously ordered deliveries, and persons advocating religious or political positions or representing a charitable organization, including student groups fundraising for extracurricular programs with school approval, but even exempt solicitors remain bound by the deceptive-practices, 'No Solicitation' sign, and time-of-day rules.
