Sec. 10-170 requires a permit before selling merchandise, food, plants, or similar goods from foot, a vehicle, cart, or stand on private property, and before conducting house-to-house canvassing or solicitation of an economic or commercial nature. Applications go to the director of code enforcement and must include a lease or owner's letter of permission, a Jefferson Parish Health Unit permit if food is sold, state and city occupational license and sales tax numbers, a planning department zoning letter, and a police background check of the applicant and anyone else who will sell on the applicant's behalf; anyone with a prior felony conviction is denied a permit (Sec.

10-171). Fees run $100.00 for a single location good for three consecutive days, or $2,500.00 for a year-long permit if the vendor already holds an occupational license and operates from a permanent building on its own lot (Sec. 10-172). Exempted are scouting groups, school clubs, PTA representatives conducting sanctioned sales, and members of a religious organization exempt under 26 U.S.C. 501(c) making house-to-house sales of religious materials (Sec. 10-170(b)). Sales from public rights-of-way, such as streets, neutral grounds, or shoulders, are unlawful regardless of any permit (Sec. 10-170(c)). Permittees must display an identification sign with the vendor's name, location, and authorization period, and post minimum and maximum prices (Secs. 10-174, 10-175).
