Moore, OK Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 9-7, Article 9-7A governs itinerant vendors, peddlers, and solicitors in Moore. Sec. 9-702 requires a license "prior to any soliciting in the city," issued per person and per separate place of business, unless an exemption in Sec. 9-711 applies (newspaper carriers, established businesses selling near their own location, bona fide auctions, farm produce grown by the seller, trunk showings by existing merchants, wholesalers selling to dealers, telephone-directory canvassers, and school-approved fundraising by students). Applicants file with the licensing officer under Sec. 9-704, disclosing management details, prior transient business locations within six months, whether goods sold are seconds or first-line quality, a current state sales tax permit number, and vehicle registration if a vehicle is used.

Sec. 9-706 requires a bond from the applicant, secured by two sureties, before a license issues, and Sec. 9-705 gives the city ten business days to investigate the application; a denial can be appealed to the city council. Sec. 9-709 requires a badge, tag, or card proving the license be displayed on the licensee or vehicle at all times. Sec. 9-710 bans house-to-house soliciting in residential areas between 8:00 p.m. and 8:00 a.m. to protect public health, safety and welfare. Sec. 9-708 requires food sales to carry an individual license, not covered by a blanket license, and to meet state food establishment requirements. Sec. 9-713 makes any violation of the article punishable under the city's general penalty, Sec. 1-108.
