Naperville, IL Soliciting & Door-to-Door: Solicitor Permits (2026)

Naperville Municipal Code § 3-7-4 makes it unlawful for any person to engage in the business of peddler/solicitor in the City of Naperville without first making application to the City Clerk, and bars any peddling or soliciting activity until both the Naperville Police Department and City Clerk approve the applicant and the applicant pays the fees set in § 3-7-3. 00 to replace. Before any approval issues, the Naperville Police Department will conduct a background investigation on all applicants, and § 3-7-4(2) categorically bars anyone who is a registered sex offender under the Sex Offender License Act.

A permit holder may only step up from monthly to quarterly renewal after three consecutive months of full compliance. Once issued, the photo ID badge shall be worn on the outer layer of clothing at all times of the peddling/soliciting, and § 3-7-4(5) requires any solicitor on a property, invited or not, to leave immediately and peacefully when the occupant asks. Nonprofit peddlers and solicitors defined in § 3-7-2, such as religious, charitable, political and membership groups, are exempt from the permitting scheme entirely under § 3-7-6, so the fee and background-check requirements apply only to commercial door-to-door sellers.
