Novi, MI Soliciting & Door-to-Door: Solicitor Permits (2026)

No one may solicit or peddle within the city without a permit or license from the city clerk, which must be carried at all times and exhibited on request to anyone solicited or to a police officer or civil-infraction official (§ 26-2(a)). Minors doing civic, charitable, religious, educational or athletic solicitation are exempt if accompanied by an adult or covered by an adult-obtained minor group permit that discloses each minor's name, address, emergency contact and work-permit proof (§ 26-2(b)-(d)). Applicants file a sworn application with the city clerk 14 to 60 days before starting; a noncommercial solicitation permit runs 90 days generally, or only 10 consecutive days for solicitation confined to a fixed right-of-way location, and no applicant gets more than two such right-of-way permits per calendar year (§ 26-3), while a peddling license also runs 90 days (§ 26-4).

The clerk must deny a license for false statements, fraud, a bad business reputation, a disqualifying conviction within the past five years, or a prior license revocation within five years (§ 26-5). Solicitation and peddling are barred after 9:00 p.m. or dusk, whichever is earlier, or before 9:00 a.m., and no one under 14 may solicit after 7:00 p.m. unless accompanied by an adult (§ 26-10(a)-(b)). Roadway or intersection solicitation is limited further to charitable or civic organizations carrying at least $500,000 in liability insurance, wearing high-visibility apparel, and holding a permit for that specific intersection (§ 26-10(i)).
