Taylorsville, UT Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 5.86 of the Taylorsville City Code makes registration mandatory for anyone engaged in door-to-door solicitation, whether selling goods or services or soliciting for a charitable or political cause outside the chapter's narrow exemptions. Under section 5.86.060, every non-exempt solicitor must submit a completed application to the license official and obtain a permit before going door to door. The application (5.86.070) requires proof of identity, a Utah BCI criminal history background check no older than 180 days, proof of state Department of Commerce registration, a special events sales tax number, and payment of a fee capped at the reasonable cost of processing.

Applicants must be at least 16 and disclose any disqualifying criminal history, pending charges, active warrants, or protective orders. Under 5.86.100, a temporary permit issues the same business day if the application is complete and identity is verified, but it automatically expires after 25 calendar days or when an annual permit is granted or denied, whichever comes first; annual permits then run one year and are renewable. The license official can deny, suspend or revoke a permit under 5.86.140 for incomplete information, a disqualifying status, or a substantiated report of misconduct, with a right of appeal to the city council within 10 business days under 5.86.150. Registered solicitors must carry the permit and wear a photo identification badge while soliciting in the city.
