Tustin, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 2513(f) of the Tustin City Code requires a permit before any person solicits charitable donations within city limits, covering the stated purpose and time period of that specific solicitation. The application must include the organization's name and address, the State Charitable Trust number, the name, address, phone number and birth date of the person in charge, the purpose and type of donations sought, whether the solicitation benefits another organization, the fundraising method, paid-solicitor costs, and the percentage of donations going to charity, plus the names of officers, directors, agents and volunteers involved.

Supporting documents include the IRS tax-exempt notice, the California Attorney General Registrar of Charitable Trusts confirmation, articles of incorporation, the most recent report filed with the Attorney General, and the solicitation card required by Business and Professions Code Section 17510.3. Religious corporations sole are excused from some of these filings. Once filed, the Director checks the application for completeness within five working days; a complete application gets a permit within five more working days, and the permit runs six months. This charitable permit is also the trigger referenced by the City's separate residential solicitation rule (Tustin City Code Section 5817), which bars any door-to-door solicitation in residential zones between 6:00 p.m. and 8:00 a.m. unless by appointment, and requires solicitors to honor posted 'No Solicitors' signs at homes and gated communities.
