1900 identifies neighborhood block parties among the local events the City expects to close streets for, alongside citywide events like the annual rodeo parade, other parades, farmers markets, fun runs, and Old Town Special Events. 1901 authorizes the Chief of Police, or a designee, to approve temporary street closures for community events, including block parties, without needing City Council sign-off. 1902. Applications for a block-party closure go to the Chief of Police under procedures the Chief establishes; the request is routed to the appropriate City departments for review and to confirm whether any other City approvals are needed for the event itself, since a street-closure approval alone does not waive other permit requirements.

The Chief can condition approval on any reasonable measures needed for the safety and protection of persons who use the streets. Requests must be submitted with enough lead time for the Chief to consider them, and the Code warns that untimely requests can be summarily denied, so organizers should apply well ahead of the event date. A resident whose request is denied, or who disputes the terms of an approval, can appeal the Chief of Police's decision to the City Manager, whose ruling is final. The street-closure authority dates to Ordinance 06-16, effective May 31, 2006.
