01 defines a parade broadly as any march or procession of persons, animals, or vehicles, or a combination of them, on a public street, sidewalk, alley, or other public place, that does not follow normal traffic rules; funeral processions are excluded. 02 requires a written permit from the Chief of Police before anyone sponsors, conducts, manages, or participates in a parade, and the application must be filed at least thirty days ahead of the event; the definition of 'person' for this purpose expressly includes a corporation or association.

03(a) bars a permit for any parade proposed solely to advertise a product or event for private profit. 03(b) requires the Chief of Police to issue the permit once satisfied on seven findings: the parade will not substantially interrupt safe traffic flow, will not divert so many officers that normal police protection suffers, will not block fire equipment en route to a fire, is not reasonably likely to cause injury or provoke disorder, will not interfere with fire, police, or ambulance access near assembly points, will move from start to finish promptly without stopping, and that the applicant has filed a written guarantee holding the City harmless for damages from the permit.

The permit itself must state the date, sponsoring organization, event, route, and starting time. 04 gives the Chief of Police fifteen days to act, requires written reasons for any denial mailed within that same fifteen days, and lets an aggrieved applicant appeal to the City Council within five days of the denial notice, with the Council's decision on appeal being final.
