Fresno Municipal Code § 14-2404 requires anyone sponsoring a parade to obtain a special event permit from the Controller, unless it is a funeral procession, a Parks Department-controlled event, or an Expressive Activity gathering on sidewalks with fewer than 50 anticipated participants where organizers comply with traffic and noise laws. Section 14-2405 sets the filing deadline at not less than thirty calendar days before an event on a pre-established Parade Route, or sixty days for other routes, accompanied by a nonrefundable application fee under the Master Fee Schedule; indigent applicants at or below 125 percent of the federal poverty line can have the fee waived.

Section 14-2408(a)(8) is the operative timing rule: the Controller may deny or condition a permit if the parade will not move from its point of origin to its point of termination in three hours or less, unless the Police Department approves otherwise. ), or requiring more police than the city can spare. Section 14-2410 gives an applicant the right to appeal a denial or condition to the City Manager within five city-business days, with a further appeal to the administrative hearing officer under Chapter 1, Article 4.
