Fresno, CA Special Events & Permits: Street Fair Rules (2026)

Fresno Municipal Code § 14-2403(h) defines 'Other Special Event' to expressly include a 'street fair, art and craft show, carnival, block party, or other neighborhood activity, picnic, dance, promotional or fund raising activities, community celebrations' occurring on any city street, sidewalk, alley, or right-of-way, or any event that impedes normal pedestrian or vehicular use or requires the Chief of Police's judgment that peace officers be deployed for crowd or traffic control. Because a street fair is not tied to a pre-established Parade Route, it follows the sixty-day filing deadline in § 14-2405(a), with the application under § 14-2406 required to disclose the event's location and boundaries, estimated attendance, vehicles and structures to be used, sound amplification equipment, and whether food or beverages will be sold: details particularly relevant to a vendor-heavy street fair.

The Controller acts on a complete application within ten city-business days under § 14-2407, and may deny or condition the permit on the grounds in § 14-2408, including that the fair would substantially interrupt traffic on a street during weekday rush hours or interfere with scheduled construction work. Conditions available under § 14-2409 that commonly apply to street fairs include restrictions on the number of vehicles, structures, and amplified sound, plus requirements for garbage containers and cleanup and restoration of city property.
