14 of the Elgin Municipal Code, Temporary Street Closures, defines a temporary street closure to mean a block party, local special event, festival, celebration, concert or similar occurrence conducted within the city, which folds a resident-organized block party into the same permit track as a larger street festival. 020 bars any person, firm, corporation or organization from participating in, advertising for, or in any way promoting, organizing, controlling, managing, soliciting or inducing participation in a temporary street closure unless a permit has first been obtained from the city manager, and it separately bars anyone from violating the terms of an issued permit or interfering with a permitted closure over the permit holder's objection.

030 requires the application to name every organizer, give the date and beginning and ending hours, identify the block or intersection, estimate the number of participants, state the purpose, disclose whether parking will be restricted, disclose any sound-amplification equipment, and disclose whether food, beverages or merchandise will be sold or solicited. 040 sets a hard filing deadline of twenty-eight days before the event and states plainly that failure to file on time is a denial of the permit, with no discretion to waive that clock built into that section.

050 lets the city manager attach conditions on timing, duration, participant numbers or noise, and require insurance if the event is expected to draw people from outside the immediate neighborhood.
