055 creates the exterior sales permit required before any alcoholic liquor may be sold, served, or consumed in a beer garden, patio, or other outdoor seating area attached to a licensed liquor establishment. No permit issues to a licensee within 100 feet of a residential zone, though that distance limit is waived for establishments in the CC1 Center City District. Qualified applicants pay an annual fee, though the fee is waived for outdoor seating of 20 or fewer serving food alongside alcohol, or for Class I license holders.

Only licensees in CC1 east of the Fox River may extend their exterior sales area onto the adjacent public sidewalk, and even then only if the location regularly serves food with any alcohol sold, does not unreasonably obstruct the sidewalk, and stops outdoor service by midnight. That sidewalk carve-out is the city's express exception to its general ban on consuming alcohol on public streets and sidewalks. 015 requires any patio or dining area, alcohol or not, to sit back at least 15 feet from street lot lines and 10 feet from interior lot lines, and, where it adjoins a residence conservation or residence district, to sit back 100 feet and be screened by a solid fence at least six feet tall.
