Lynwood, CA Special Events & Permits: Commercial Filming on Public Right-of-Way (2026)

Lynwood Municipal Code § 4-8.10 creates a streamlined administrative permit track for small-scale, short-term entertainment and events so they can skip full city council approval. The list of qualifying activities includes interior filming alongside grand openings, organizational events such as health fairs and church festivals, parking lot sales, Christmas tree lots, pumpkin patches, handbill distribution and event booths. An applicant for one of these streamlined events, including a film production shooting inside a business or building, must submit a completed application, an accurate to-scale site plan, and a detailed letter describing the activities, dates, hours, staffing and expected attendance, noting anything like promotional sales, food, tents, booths, music, DJs or other entertainment.

Filing must happen seven to ten days before the event start date, together with a nonrefundable $30 filing fee that the city council may adjust by resolution after a public hearing. The business license division routes the application to other city departments for their approvals, and any appeal of the director of development services' decision must be filed within ten working days. A streamlined permit issued this way is nontransferable, so a production company cannot pass its interior filming approval to another company or location.

Because interior filming is grouped with these other short-term, low-impact activities, it does not require the more involved special-event process that larger or outdoor filming and public gatherings can trigger.
