Lynwood Municipal Code § 10-7 gives the Recreation and Parks Commission authority to adopt rules, regulations, and rental schedules governing reservations for any city park facility, including the Community Center Building at Memorial Park, the city's primary indoor event and gathering space. Section 10-8 directs the Recreation and Parks Director to schedule activities in accordance with those Commission-adopted rules so that park facilities are used in an orderly and lawful manner, effectively making the Director the point of contact for booking a reservation. Section 10-9 backs the reservation system with an enforceable prohibition: it is unlawful to use the Community Center Building or any public park facility contrary to the Commission's rules and regulations governing group activities, meaning an unauthorized or non-compliant gathering, even on public park property, is itself a code violation.

The reservation system sits alongside separate park permit requirements: § 10-11 requires a City Council permit before discharging firearms, firecrackers, rockets, or fireworks in a park, and § 10-12 requires a Recreation and Parks Director permit for fires, camping, or remaining in a park between 10:00 p.m. and 5:00 a.m., so an event that involves any of those activities needs the additional, specific permit on top of a facility reservation. Anyone denied a facility reservation has no separate appeal path specified in § 10-7, unlike the § 10-12 activity permits, which carry a 15-day appeal to the Commission.
