Chapter 9.03 of the Beaumont Municipal Code defines a parade as a procession, march, pageant, review, ceremony or exhibition conducted on a public street, sidewalk or other City property in a way that impedes free use of it, and funeral processions are excluded. Decisions come within 30 working days for a major event and five working days for a minor one, and within three working days when the application shows the applicant wants to exercise free speech rights.

Proof of insurance is due not less than fifteen days before a major event under Section 9.03.170, and a deposit for departmental charges is due at least three days before under Section 9.03.150. Street closure notices go out not less than 20 days before a major event under Section 9.03.200. Events close between 2:00 a.m. and 6:00 a.m. under Section 9.03.140. A denied applicant can appeal to the City Council within two days by filing with the City Clerk under Section 9.03.220.
