Beaumont, CA Special Events & Permits: Park Event Permits (2026)

Section 9.03.120 of the Beaumont Municipal Code adds a park layer to the special event process. Anyone applying for a special event permit must comply with all regulations affecting the use of City parks under Chapter 12.24, on top of every condition imposed under Chapter 9.03. Section 12.24.010(A) prohibits any person from being or remaining in a public park from 10:00 p.m. of any day to 6:00 a.m. of the next day. Subsection (B) exempts a person present in the park performing duties relating to employment by the City. Subsection (C) authorizes the Chief of Police or a designee to close any City park whenever, in that judgment, it is necessary for the health, safety and welfare of the community, and no one can stay after being told of the closure.

Section 12.24.020 provides the one exception to the hours: when an organization or group has reserved the pavilion for an organized function. That exception does not apply to a closure ordered by the Chief of Police under subsection (C).

The special event process stacks on top. Section 9.03.020 sizes events by tier, from Tier 1 for up to 499 attendees, such as neighborhood block parties and weddings, to Tier 4 for 2,500 or more. Section 9.03.050 lists triggers that raise oversight regardless of size, including alcohol sales requiring an ABC permit, road closures, stages or grandstands, ticketed events, outdoor food preparation and use of a property outside its intended use. Section 9.03.060 asks for the estimated number of participants, a description of water and toilets, a cleanup plan, and how residents within 500 feet will be notified. Section 9.03.160 requires an agreement to clean and restore the property within 24 hours after the event and a cash deposit set by City Council resolution. Section 9.03.010 explains the purpose: large groups cause wear and tear on turf, park equipment and facilities.
