The same subsection imposes a specific operating rule once an event is authorized: if the procession will block traffic on a state highway maintained by the state, a county road maintained by the county, or a connecting through route between two such roads, for longer than 10 minutes, the sponsoring authority must, before the blockage begins, provide and post conspicuous detour signs adequate to prevent unreasonable delay to through traffic.

This duty falls on whichever local authority approved the event, meaning organizers coordinate detour signage with the Town Highway Department and Police Department as a condition of the license rather than after the fact.
