Clarkstown, NY Parking Rules: EV Charging (2026)

Section 290-22C, added by Local Law No. 9-2025, is Clarkstown's first dedicated electric-vehicle-charging standard, folded into the Off-Street Parking and Loading article. ' Subsection (2)(a) permits charging stations in every zoning district except the R-10, R-15, R-22, R-40, R-80 and R-160 Districts, the Town's single-family residential zones, tied there to serving commercial and public vehicles and to shared use by residents of multifamily developments. Subsection (3)(b) sets a minimum stall size of nine feet by 18 feet for any charging space, which can count toward a site's minimum required parking under other Town Code provisions.

The same subsection requires signage identifying the space for charging use only, functioning equipment with a posted contact number for reporting problems, and adequate lighting unless charging is daytime-only. A schedule in (4)(a) requires accessible charging stations on a sliding scale, one for the first 50 stations, up to six for a site with 251 to 300 stations, in addition to standard ADA parking. Owners of any privately owned, publicly available station must report its location, installation date, equipment type and contact information to the Town under (3)(d), and new or retrofit installations go through the Building Inspector's electrical permit and site plan process.
