Section 278-11H of the Vehicles and Traffic chapter imposes the ban across the unincorporated portion of the Town of Clarkstown, meaning it does not reach the separately governed Villages of Nyack, Upper Nyack or South Nyack, which set their own parking rules. The rule is seasonal and automatic: no permit, no posted sign and no snow forecast triggers it, the calendar alone does. It layers on top of the Town's general parking rules in the same section, including the 24-hour storage limit, the three-hour cap on parked commercial vehicles, and the ban on parking that leaves less than 12 feet of roadway clear for traffic.
