Clarkstown, NY Special Events & Permits: Park Event Permits (2026)

Section 202-16 of the Parks and Recreation Facilities chapter defines a 'large group event' as any field day, carnival, concert, address, rally, dramatic presentation or similar gathering of more than 25 people in a Town-owned park, and bars holding one without a permit from the Superintendent of Recreation and Parks and/or the Parks Board and Recreation Commission. Subsection A requires the written application to be filed with that office at least two weeks before the event and to state its duration and the approximate number of people expected.

Subsection B makes clear that permits are granted only as park usage and facility availability allow, meaning the Town can turn down a date if the park is booked or otherwise unavailable. Subsection C requires each permit to fix the time and specific park area for the event and the expected number of participants, and gives park officials discretion over whether sound amplification may be used and at what maximum volume, based on the size of the group and the risk of disturbing other park users.

Subsection D binds the applicant and everyone involved in presenting the event to follow the permit's terms and to comply with park officials' requests on traffic, crowd control, alcohol and noise. Section 202-17 sets the companion procedure for any recreation-facility use permit generally: written application to the Superintendent of Recreation and Parks and/or Parks Board and Recreation Commission, with a fee if one is required, filed at least two weeks before the proposed use, with the grant of the permit left to that office's sole discretion and issued, where possible, within one week of the written application. Violations of Chapter 202, including holding an unpermitted large group event, are punished under § 202-21.
