Coon Rapids, MN Special Events & Permits: Parade Permits (2026)

Chapter 5-1200 of the Coon Rapids City Code governs the time, place, duration, and manner of using City streets for parades and marches. Section 5-1204 requires a parade permit from the City Clerk for anyone who engages in, participates in, forms, or starts a parade, with the permit fee set by Council ordinance; funeral processions and government agencies acting within their functions are exempt. Section 5-1205 lists the required application content: the organization's contact information, the parade chairperson's name and phone number, the date, route, starting and ending times, approximate number of people, animals, and vehicles, assembly locations and times, and spacing between units.

Section 5-1206 requires filing at least 10 days before the parade date, though the Clerk may accept a late application for good cause. Under Section 5-1207, the Clerk consults the Police Chief, Fire Chief, and Director of Public Services before acting, and must deny a permit if the parade would substantially interrupt traffic, divert too many police officers from normal patrol, interfere with fire or ambulance access, delay firefighting equipment, fail to move without unreasonable delay, or exist solely to advertise a product for private profit.

Section 5-1208 gives the Clerk 10 calendar days to approve or deny a complete application and requires written reasons for any denial. Section 5-1209 obligates the permit holder to carry the permit and follow all permit conditions, and Section 5-1210 bars anyone from interfering with a parade, driving through it except by police direction, or parking where the Police Chief has posted parking restrictions along the route. Section 5-1211 lets the Police Department revoke a permit immediately if the parade departs substantially from what the application described.
