Irvington, NJ Special Events & Permits: Parade Permits (2026)

Chapter 415 of the Township Code, adopted June 11, 1974 by Ord. No. MC 2406, requires a parade permit under § 415-2A before any person may engage in, participate in, aid, form or start a parade, defined at § 415-1 as any parade, march, ceremony, show, exhibition, pageant or procession on a street, park or other public place. Exemptions under § 415-2B cover funeral processions, students traveling to or from school activities under school supervision, and government agencies acting within their functions. Under § 415-3, an application must be filed with the Director of Public Safety not less than seven nor more than 30 days before the proposed date, and must disclose the organizer's identity, the route, starting and termination points, number of participants and vehicles, assembly times and locations, and the purpose of the parade; a state or county road along the route requires separate written consent from that agency.

The Director issues the permit under § 415-4 only after finding the parade will not substantially interrupt traffic, overextend police or ambulance coverage, interfere with firefighting access, or serve purely private commercial promotion. A denial must be in writing with reasons under § 415-5, and the applicant can appeal to the Municipal Council within five days under § 415-6, or accept an alternate date, time or route the Director offers under § 415-7. The Director can revoke a permit for violating its conditions, with a hearing granted on request under § 415-12, and can restrict parking along the route by posted signs under § 415-11C.
