Kyle, TX Special Events & Permits: Parade Permits (2026)

Article IX of Chapter 23, Mass Gatherings, requires a permit before anyone promotes a qualifying event inside the City of Kyle. Section 23-270 defines a mass gathering as one expected to attract more than 1,000 persons, or more than 500 persons where 51 percent or more are expected to be under 21 and alcohol will be sold, served or consumed, provided attendees remain more than four continuous hours or any time between 10:00 p.m. and 6:00 a.m. Section 23-271 bars promoting such a gathering without a permit, and section 23-272 requires the promoter to file an application at least 45 days beforehand covering the property owner's agreement, expected attendance and attendance-limiting plans, sanitation and health preparations, traffic control, medical care, security, road closures and parking, drone use, financing, and liability insurance.

Under section 23-273, the application goes to the county health authority, the Kyle Fire Department and the police chief, each of whom reports back at least 15 days before the event. Section 23-274 gives the police chief final authority to grant, deny or condition the permit no later than ten days before the gathering, and section 23-276 lets a denied or aggrieved promoter appeal to the city council or, if time is short, to a Hays County district court. Section 23-280.1 exempts church events, government events, weddings, funerals and family reunions from the permit and fee, though they must still notify the police chief ten days ahead.
